IIHF announces a controversial decision on Russia for 2027

The barred events are the 2027 Men's World Championship in Germany, the 2027 World Junior Championship in Edmonton and Red Deer, and both U18 world championships.

Safety and security were cited, but so was sporting integrity.

Sporting integrity has not been the IIHF's language in previous exclusion statements, which leaned on security conditions and the safety of participants. Its arrival is not accidental.

The IIHF Disciplinary Board annulled the Council's January blanket ban on May 25, ruling the risk assessments were too general to justify a full season of exclusion. Safety alone had failed as a legal argument.

Sporting integrity is a second, independent pillar. The Russian Ice Hockey Federation now has to defeat both grounds rather than one at the Court of Arbitration for Sport.

Belarus offers the contrast. It was reintegrated in May for the same 2027 U18 Men's World Championship that Russia has now been shut out of.

The sporting argument is also literally true. The IIHF drew the 2027 World Championship groups on June 8 without Russia, and Ukraine took a Group A spot it earned by winning promotion from the second tier.

Adding Russia now would mean removing a team that qualified on the ice. That is the cleanest defence the IIHF has, and it did not exist in 2022.

The stakes run past Europe. Gary Bettman said in June that the NHL needs clarity from the IIHF before deciding on a Russian team at the 2028 World Cup of Hockey.

The International Olympic Committee has provisionally lifted its suspension of the Russian Olympic Committee, so the two bodies are now pulling in different directions.

Whichever wording survives arbitration will shape which Russians play, and when.
