When the league created the ruling for Restricted Free Agents and Unrestricted Free Agents, if a player was restricted, it gave the team the power over the player, but this offseason when RFA Matthew Tkachuk told the Calgary Flames he would not be re-signing with the team long term, he claimed all the power.

Tkachuk officially requested a trade after he saw teammate Johnny Gaudreau walk away from the Flames in free agency, and told the team at most he would be only accepting a one-year deal which would make him an unrestricted free agent at the end of next season and he would walk away just like Gaudreau did.
Flames General Manager Brad Treliving had to make a trade so he didn't lose another 100 point player for nothing, and to make the job worse for him, Tkachuk only gave a list of a few teams that he would sign an extension with, which really made things more difficult for Treliving.
While we all know how this ended up, Tkachuk going to the Florida Panthers in return for Jonathan Huberdeau and Mackenzie Weegar, there were a few other teams that Tkachuk was interested in going to.
According to NHL Insider Pierre LeBrun of The Athletic, Tkachuk provided the Flames with 6 teams he would be willing to sign an extension with:
The Flames investigated the market for Tkachuk based on the list of teams they had. It's believed that the original list from Newport Sports included the St. Louis Blues, Colorado Avalanche, Tampa Bay Lightning, Vegas Golden Knights, Carolina Hurricanes and, of course, Florida Panthers.
