Multiple teams are reportedly interested in Artemi Panarin, but only a few of them would be reportedly willing to offer him a contract extension as part of a trade from the New York Rangers.

The time of Artemi Panarin with the New York Rangers will be coming to a close soon, as he's been told that he won't be given a new contract, paving the way for a move from New York.
Per reports from NHL analyst Elliotte Friedman, the condition by Panarin to what team he does to is that there must be an extension as part of the deal, and there are some teams reportedly willing to meet that demand.
There's no question that an extension matters .I think the teams that are interested in doing it are Washington, L.A., San Jose, Florida and Detroit. - Elliotte Friedman

HNIC Saturday Headlines (Jan 31): Not much different on the Panarin trade talk but here is a graphic of who would trade for Panarin with or without a contract. Carolina is in both columns because Friedman depending on who you talk to you get a different answer. - NHL Trade Alert

Could The Washington Capitals Make Sense For Panarin?

Another team Friedman mentioned that would be reportedly willing to offer an extension to Panarin is the Capitals, who have fellow Russian forward Alex Ovechkin, but who also isn't getting any younger at 40 yearsold.
Washington, I’ve heard they’re only doing this with an extension. Rental does not interest them. I’ll say this, some other teams think the Capitals have been aggressively pursuing this. So, we’ll see. I’m counting them as legit. - Elliotte Friedman

Without an extension, Panarin can become a UFA on July 1.
