NHL has an official explanation for not returning to Quebec City

Quebec City has the building. It has the passion. What it doesn't have, according to hockey insiders, is the corporate money the NHL demands from a modern market.
The Videotron Centre has sat ready for an NHL tenant for years, a state-of-the-art venue built specifically with league standards in mind.
Yet every expansion cycle, every relocation rumor, ends the same way: Quebec City gets discussed, then passed over.
The Corporate Money Problem
Broadcaster John Shannon addressed the issue directly on the Donnie & Dhali Podcast, pointing to the city's limited business base as the real obstacle standing between Quebec and a returning franchise.
Corporate dollars. It's just not a big enough city corporate-wise to maintain that kind of dollar figure. It's a beautiful arena. The Videotron Center is spectacular but where would the corporate dollars come from?
That distinction matters. NHL franchises increasingly lean on premium suites, sponsorship packages, and local business partnerships to cover payrolls that have climbed well past the salary cap floor.
Markets without a deep bench of national or regional corporations struggle to sustain that revenue stream year after year, even when fan enthusiasm is strong.
A Market Built on Loyalty, Not Boardrooms
Quebec City's hockey history runs deep, and the region has repeatedly shown it will show up for the sport. Ticket drives and preseason exhibition games have proven that.
But passion alone doesn't fund a modern NHL operating budget, and that gap keeps surfacing whenever the league weighs new markets or franchise relocations.
Until Quebec City can point to a broader corporate ecosystem capable of backing a franchise long-term, the Nordiques' return will likely remain a talking point rather than a plan on the NHL's table.
